E1page with fda portlets giving time out messages after bouncing jas server

Created an E1page with fda portlets. The page is then published and the portlets are functional until the HTML instance is recycled. If the HTML instance is recycled for any reason such as starting the J2EE instance or rebooting the server; The next time the users sign in they receive user session timed out messages in the each of the portlets.
Issue occurs for tools release 9.1.2 and it is reported under BUG 14798746- PORTLETS ON E1 PAGE CAUSE SYSTEM UNUSABLE FOR USER
fix included in 9.1.3
