VCP Patches

While going through the readme for Patch 14247039, there are two requisite patches in pre-install instructions:1. 8715318
2. 10632813

Do we need to apply these two patches in source and/or destination?

Source is on 11.5.10.2 (with OPM)

Target is on 12.1.1 (Upgrading to 12.1.3 with VCP 12.1.3.8)

Demantra is on 7.3.0 upgrading to 7.3.1.4

Also,
In read me of 14404878, the patch needs to be applied in destination while it asks to analyze the GME schema which is in source. This is slightly confusing.
