Different network segment can't connect;ORA-12547 --Help

OS is RedHat 5.7,oracle is 11.2.0. Now have two network segment,one is 10.101,the other is 10.102;using sqlplus in each of them can connect ,but in different network segment,while using sqlplus connect,it have error ORA-12547,

tnsping is OK,and telnet 1521 port is ok.i can't find the reason,please help.
