Showing status 'PRODUCTION OPEN' in a Back-to-Back order for 'BUY' item

Hi all,
When creating a Back-To-Back order for a BUY item, after running 'Create Supply Order-Eligible' program for the order line, the order status should show 'EXTERNAL REQ REUESTED' , but it shows 'PRODUCTION OPEN' though all the item attributes are correct.

Plz help...
