PR header level attachment replicated to all line levels at at the time of PO creation.

Hi Team,
I have created a multiple line Requisition (lets say 3 Line) and attached "long text" attachment for "To Supplier" at header and line levels and submitted for approval.After Approval, I created Purchase Order against this Requisition through Auto create Functionality. When I checked, at PO header level there was no Attachment, but at line level i got 2 attachments ( for every line) one was line level attachment which i attached during PR creation and another was PR header level attachment.In nutshell, PR header level attachment replicated to all line levels at at the time of PO creation.

Is it the oracle Indented functionality??
