Not able to apply April '12 CPU EBS patch in 12.1.2 env

Problem Description
---------------------------------------------------
We are planning to apply April CPU patch 13621942 in EBS 12.1.2 env, but there is prerequiste to apply the patch 12.1.3(R12.AD.B.delta.3R12.ATG_PF.B.delta.3)...But the April CPU  patch 13621942  is for 12.1..Is there any way we can apply 13621942  in 12.1.2 Envirnoment.
