ROE Web - multiple ROE's

I am implementing ROE web and am testing the Generate Multi XML file generation.  I have created a version with the data selection of the two individuals that I want to produce the ROE's for but it is only selecting the EE who I have selected the radio button for when I select Form and then Generate Multi.

I have read the JDE implementation document from Oracle and can't seem to determine what I am doing wrong.  Is anyone using this feature that can advise what I may be doing wrong?
