Some questions about cloud control 12c

Hello

I have 3 questios about Cloud Control 12c, and also i need notes that support the answers (if possible):

1. how many monitored instances are the maximum that  supports a single OMS ?? 

2. what is the parameter that indicates that i need another OMS ?

3. Are the tuning packs aplicable only to some databases ??
