Set Control Field on GM_VENDOR2_VW

We are currently in the process of upgrading to FSCM 9.1.  In our Demo database that is on FSCM 9.1 MP10 Delta the Set Control Field on the record definition for PS_GM_VENDOR2_VW has BUSINESS_UNIT for the value.  The problem with this is that SETID is the key value along with VENDOR_ID and NAME1.  The  Last Updated Date/Time is 06/30/2012 with the By User of PPLSOFT.  Is this a known issue and when would this be resolved?
Looking at the xml code for Patch 13444385: FMS ESA 9.1 BUNDLE #18 PRJ874871.xml this sets it to BUSINESS_UNIT
