Converted PM Schedules do not generate PM Work Orders

PM Schedules appear to have been converted - viewable online - but do not generate PM work orders through Maintenance Workbench or through concurrent process. Work Day calendar generated and Inventory period open. Rule Based, Scheduling Option is Base Date to suggest next Start Date. Converted PM schedules do NOT have Last Date populated.  If I manually update Last Service Info (like creating a schedule manually) PM planning then generates work orders.  (Tens of thousands of PM schedules converted) Is there a separate API to update Last Service Info?
