Allow Tax Inclusive / Exclusive switch only in R12.1.3

 We have upgraded to R12.1.3 in a test environment.  Per Metalink Note 973396.1 in the AP Invoice I should be able to switch between tax exclusive and inclusive. All the Taxes, Tax Rates and Config Owner settings are set to allow overrides.

However I am still getting my error   FRM 40200 Field is protected against update.

Is there an additional set up step I need to do? I have read through various metalink notes and it still does not work as I expect it to work. 
Have other clients encountered the same issue?
Or should I raise an SR?
