Work Order for Obsolete Items

We noticed during our testing that the work order application P48013 allows the creation of work order for an obsolete item.

On checking the documentation for any known bugs in this we cam across bug 12564679 which was fixed in 9.0. Looks like the program validates with the error level for error message 013FI. If it is set to 2 then it returns only a warning and if it is set to 1 it should return a hard error.

In one of our test instances we did try changing this, but still the program is allowing the work order to be created.

Is it necessary to deploy the DD changes? Did any one face this issue? How did you resolve it? We want the system to put a hard stop incase the item is obsolete. We are in JDE 9.1 and we are uptodate on all ESUs.
