How to delay the viewable spoke (Oracle Streams) for continuous 15 minutes ?

Hello,

does anybody have an idea how to ensure that the viewable spoke (one-way-replication Streams) is always 15 minutes behind continuosly  (by default not as current as possible).

This spoke shall be used for backout user-errors.
