Formats and Profiles not visible

HI,
We have upgraded RPAS from 13.0.4.17 to 13.2.3.28, during the process we created all the formats and profiles, we have created all the formats and profiles loggin as adm user, but the issue now is when business user logged into the application they are not able to see the formats and profiles created using adm user id, similary support team also created some formats and profiles that are visible only to their group, so summary is like whichever group has created formats and profiles are visible to user of those group, can someone please help me in resolving this issue
