Physical Percent Complete not generating revenue or invoice

After manually entering 100% complete with an as-of date on the Project and Task and then running Update Project Performance and Update Summary Amounts; the PRC: Generate Draft Revenue or Invoices do not create any Revenue or Invoice. The Request outputs reads: "The project does not have an eligible event".

 If we navigate to Project > Workplan > Effort and Cost > Progress History, this page shows Physical Percent Complete = NULL,  even though we entered 100% complete manually.

Any thoughts on what we may be missing?
