OTL: Timecard Status Dashboard allow create or edit working?

Should the Timecard Status Dashboard under Manager Self Service allow supervisors to create new timecards or edit working status timecards for their employees?   The Action icon is greyed out and says Action Disallowed.  The only time it is enabled is when there are submitted timecards and I click on that hyperlink to show them.
