EBS login pages slow in R12

Hello,

We got our R12 instances ready afte the upgrade.

The login pages are way slower than 11i. The first user to login is the scapegoat.

Also the startup and shutdown scripts are slower than 11i.

I would understand that the R12 tech stack is not as light weighted as the 11i.

Is this normal or any suggestions for me.
