Is there a way to Disable Create Accounting Function but keep the View Accounting Function on Receip

For an AR Clerk Responsibility , we want to be able to allow the 'View Accounting " function but disable the "Create Accounting " function .. See Screen shots..
Does anyone know the correct Function that should be allowed in the menu... Currently we have XLA: View Accounting Lines & SLA: View Accounting - Lines Inquiries functions added to the clerk menu
1) Screen shot 1- Receipt form - Both Options are available - Expected - Only View Accounting should be enabled
2) Screen shot 2 - Ttransaction form - Only View Accounting is available - Which is Perfect
