data restoration between users

In OPH I am facing some strange behavior can anyone help me

 

Ex we have 2 users X and Y, I have created ICC’s, Items, Value sets etc using user X and I have also created ICC’s, Items, Value sets etc using user Y also.

 

The issue I am facing here is I went to create new item, here we has to map the ICC with items then only we can create new items. But User X went to create new item using the ICC’s created by user Y. Here is the issue user X is able to see and select only the ICC’s created by him. He is not able to select Icc’s which are created by User Y .
