Available to Reserve quantity is zero

 Hello,

I made a fresh receipt in Oracle Inventory against an internal sales order, but the available to reserve quantity in material workbench form remained zero, whereas the available to transact and on hand quantity were correct. Even after performing a miscellaneous receipt, the available to reserve quantity remains zero. Please help. The available to reserve quantity should ideally be equal to the quantity received because no reservations are made for the item received yet so why the available to reserve quantity goes to zero.
