Viewing Organizational Staff in HCMS

Hi All..
I created a responsibility with its profile for an organization in a business group. The responsibility is supposed to allow users to be able to view all staff that dnt belong to an organisation, and it should also allow users with that responsibility to view staff that belong to that organisation.

But the issue is that it is only allowing users to view staff that dont belong to an organization. Anybody with an idea of what could be wrong?
