Open pre-approved Order (PO)

Hi,
I have a pre-approved Purchase Order and I can open it.

it show me this msg :
"You cannot open this document.

this document is in one of the following states : Frozen, cancelled, Finally, Closed, Incomplete, In process, pre approved"

Is there any action to do for unlocking this order?
