How to configure ISS Promotion WS - ApplyProductPromotion to run for Order?

Hello Experts,

Requirement is to create a new order for an Account  and add a new Promotion with all the defaults from external system. The worklfow ISS Promotion WS - ApplyProductPromotion", it sucessfully updates a quote with a new promotion. How can we achieve this for order?
