Can not see Payroll Worker Process Until Program is almost complete.

We have an 11g instance that we are testing right now and we notice that the payroll workers take a long time to show up when a program is launched.   It is like they are running but do not show until the job is almost complete. 

Does anyone know of a way to change this so we can see the workers?
