Smart View Member Options for Formal/Format Fill Grayed out

We are currently in the process of Upgrading from Essbase 9.31 to 11.1.2.1 and are trying to get formating to propegate to zoom in items on Smartview version 11.1.2.1.103 howevwer that option is grayed out. We have the number formating use excel formatting turned on however the Formula/Format fill is still grayed out in the member options
