Is it possible to suppress bills in BRM for ever?

I've a requirement where for certain accounts usage, OTC, RC charges needs to be rated in BRM  and the billing to be done in external system [ not in BRM ].  Thought of using bill suppression, but it can suppress  bills for certain period or for certain credit limit only and after that bills will be generated. Is it possible to suppress bills in BRM for ever?
