Patch 12359561 absolutely necessary as prerequisite for 14273383?

Hello,

We are preparing a R12.1.3 upgrade (from R12.1.1) in a test environment. And are applying some of the Recommended patches from the Aug 2012 Metalink Note.

AP Recommended patch 14273383 refers to prerequisite patches for FV customers and for non-FV customers.
We do not use FV. This gives Patch 12359561:R12.PSA.B as pre-requisite patch. 
However we are not using Public SectorAccounting

Is this patch still required as a prerequisite for AP Patch 14273383?
