US PAY: Element Input Values in wrong order. How to change them?

We are on EBS 12.1.3.  Our Payroll staff created some new earning elements for sick pay and entered the input values in random order on each one.  We have a custom import program that reads a batch of timesheet records and creates BEE batch records via the package PAY_BATCH_ELEMENT_ENTRY_API.create_batch_line.  This script is expecting the date-worked and the hours to be in specific positions in the input value of the element (i.e. p_value_2 and p_value_10), and the new elements were not set up that way.

Rather than hardcoding specific element names in the custom import program and defining which field to save to, I'd like to clean up the way the elements were created.  The elements have not been attached to any assignments yet.  I deleted the Link and the Formula Result Rules, and it allowed me to edit the element input values, but I'm getting an error that "You cannot delete input values if net calculation rules exist".
