Is applying "HRMS Family Pack K Rollup (RUP) 5" to R12 the same as Release 12.1.5?

After I have applied patch number 13418800 - "HRMS Family Pack K Rollup (RUP) 5", I execute the following SQL:

select release_name from apps.fnd_product_groups;

However, I'm still getting release name of '12.1.3'.

Is applying "HRMS Family Pack K Rollup (RUP) 5" to R12 the same as Release 12.1.5?

My "About this Page" -> Patch tab (query) is showing that the patch "13418800" was applied on 2012-10-22 15:39:40.0, applied on 5145-05-21 07:55:47.0

Is the 12.1.3 result of select release_name from apps.fnd_product_groups; correct? Or do I have a misunderstanding of RUP patching?
