OTL: API To create Time Card Entry

Hello
I am new to OTL and i have a requirement to create the time card entry in OTL from the legacy system in R12.1.3. Is there any API available to create time card entry in OTL? Great if anybody can share the common API code to create the time card entry? Also where can I find the good documentation for R12?
