North America PAY: Post Vertex Quantum 3.1 upgrade - diagnos utility

After reading "How To Verify Vertex Quantum Data File Version [ID 264290.1]", I noticed a few things that raised questions:

1. database schema version 3.0.0 and program schema version 3.0.0 match.  Shouldn't my database schema version also be 3.1.0 after Quantum upgrade?

2. The diagnos util shows "My Payroll Database is not populated."  Is this correct?  How do I populate this?
