Install P6 Professional R8.2 on Windows Server 2008 but did not work?

 I made instalation P6 Professional client R8.2 on a Windows Server 2008 r2 64 bits, but after configure database connection when I test the connection show "Bad public user name or password. Cannot load OCI DLL: oci.dll;" 
I consult from my oracle support and I found two articles ID 913053.1 and 912286.1 and when I´ve used information to resolve but did not work and got same message "Bad public user name or password. Cannot load OCI DLL: oci.dll;"

I know that probably professional client p6 it´s just to windows client os and not to windows server os, but if there is a solution please help me.
