P42997 Backordering Line type W

Hi,
When we run P42997 it backorders line type W on sales order. Line type "W" are for manufactured items and it creates a WO,so it shouldn't go to backorder.Please advise if any setup is missing. We are on JDE World A 7.3 cume 11
