How does one acquire Patch: 13964340 - R12.PA.B.4?

VPC Team member opened this thread for the customer.

Our business like to keep our application system to the latest available level.
Last week we checked the patchsets.sh using the note id (139684.1 ) and according to the report we are applying the latest patches.
