Both "Claim Investigation" and "Receipt Write-off" for a Closed Claim Still in Receipt Applications

Any idea why both the "Claim Investigation" and "Receipt Write-off" entries for a closed claim are still in the receipt applications screen?  Would this be an issue with the settlements workflow?
