PAY: Changing Date Format Results in Errors in Element Entry Input

I'm not sure what community this posting belongs to, but I've encountered an issue with changing your date preference in Oracle.  If you change it to a format MM/dd/yyyy, when you go to do input on an assignment's element entry value screen, you receive an invalid date format error.

I've heard that this is an issue on various screens in Oracle EBS.  We are on version 12.1.3. 

Is this a known issue?
