How to restrict new case creation in an inactive account

Dear People

I have a picklist that defines if an account is active or not. What I want to do is DO NOT allowing new case creation in inactive accounts. I really dont find the way of doing this. Users will always create new cases from the account layout.

I cannot do this via dynamic layouts. Is there a simple way to do this?
