Create Settlement Batches doesn't create the file

Hi,

We have dummy setups for bank acount transfer. We are using Transmission Protocol of Local File System Delivery and US NACHA Generic Format as the format. However when we run the Create Settlement Batches it doesn't generate the file in /tmp directory. Please advise.
