Tax defaullt is from item first , ship to location second but not able to add the tax on the locatio

Tax defaullt is from item first , ship to location second but not able to add the tax on the location

on release 11 I was able to do that but in r 12 not able to do that

I am not able to add the tax to the location like in release 11

is this standrd functionality?
