eBuz Tax Setup

Hi We are upgrading from 11i to R12.1.3 and we don't have any tax or E-Buz tax setup and not applicable for business, but while applying one patch, in the readme of the patch it is asking for some tax-setup.

refer Metalink Note 1267188.1 - "How to use tax rules using Not Equal To operator?" and complete action items stated in the note.

Note sure do we really need this setup, can any body please suggest
