Internal Requisition Approval

Dear Gurus,
We have a requirement of approving internal requisition for stock transfer.

We have around 10 workshops and each workshop can request material from others but this internal request must be first approved by Requesting Workshop Manager and then the Supplying workshop Manager.

How can we setup the approval hierarchy as the Approvers depends/vary on the requesting and supplying workshops.
