AP_ACCOUNTING_ENGINE_PKG being called post upgrade

I receive this error message whenever I stop and restart the complete Apps services including the database.

ORA-00604: error occurred at recursive SQL level 1

ORA-06564: object APPS.AP_ACCOUNTING_ENGINE_PKG does not exist

ORA-06512: at "SYS.DBMS_UTILITY", line 156

ORA-06512: at "SYS.DBMS_SHARED_POOL", line 72

ORA-06512: at "SYS.DBMS_SHARED_POOL", line 84

ORA-06512: at "SYS.PROC_PKGS_KEEP", line 12

ORA-06512: at line 2

Completed: ALTER DATABASE OPEN

I am unable to find a script that would be calling this defunct package and wondered if anyone knew of something that ran on startup that would be trying to pin this package in the shared pool?
