issue about installed languages and based languages when applying 10163753 in pre-install mode

Hi,

We are upgrading our database from 10.2.0.3 to 11.2.0.3. Our Application is Release 12.1.1 Later on we would upgrade to 12.1.3. These are the details.

OS - Linux x86 RHEL 4

Languages installed - US English, Arabic

We are following note 1058763.1 for the upgrade.
We are presently in - Before the Database Installation section of 1058763.1. Applied patches till 9868229.

While applying 10163753 we are facing a issue. As per readme we are applying:

adpatch preinstall=y

In languages installed we are putting US AR. (Our base language is US English)

But in the patch it is taking as opposite, as given below.
