Unable to compile PNTLEASE.fmx after applying patch 13854778

I've just applied patch 13854778 to an R12.1 environment, but when applying the patch I get the error message:-

The following Oracle forms objects did not generated successfully:

pn       forms/US       PNTLEASE.fmx

The same thing happens if I manually compile:-

frmcmp_batch.sh module=$APPL_TOP/au/12.0.0/forms/US/PNTLEASE.fmb userid=APPS/password output_file=$APPL_TOP/pn/12.0.0/forms/US/PNTLEASE.fmx module_type=form

The first error that this returns in the log file is:-

FRM-18108: Failed to load the following objects.
