After Applying Merged Patch From 1448102.1, Nothing in $APPL_TOP/admin/$TWO_TASK/preinstall

VPC Team member opened this thread for the customer.

I just merged the patches from 1448102.1, including Patch 730302, and have no files in $APPL_TOP/admin/$TWO_TASK/preinstall.  I just executed the American English merge and it did not merge any additional drivers, and the directory is empty.  Steps I followed:

Merge patches from 1448102.1 with 7303029:12.1.0 and apply in preinstall mode

As applc20 w/ environment set:

$ cd /storage/staging/c20/apps/patches/r12/pre
$ ls zips/*zip > manifest.txt
$ admrgpch -s . -d merged_pre -merge_name merged_pre -manifest manifest.txt
$ cd merged_pre
$ adpatch preinstall=y
driver file    ->    u_merged_pre.drv
