Employee Master Records Accessible during Payroll

Has anyone experienced issues in EnterpriseOne 9.1 with the Employee Master Record not locking during Prepayroll?  The record does show as fuschia in the Employee Master, and the F07300 record shows a 1 in the lock field, however we are experiencing that changes can still be made to the Employee Master by a user ID other than the one that has locked the record.
