Sales Contracts: Any way to setup a contract expert question that allows a free text unvalidated res

I have tried to setup a CHAR Independent value set for use in contract questions that will require the user to input a free text unvalidated response at run time.  Problem is that the contract template that uses the valueset in its rules cannot be approved because of validation built into the template approval process.  Apparently the validation requires valuesets to have values and if not, then the template cannot progress to Approved.

Does anyone have a way to allow unvalidated free text to be entered into a question response that they can share with me?
