Why the Reviewer Role can still update an Approved ECO ?

Dear experts,

Customer would like the Approver have the ability to modify an approved ECO, but Reviewer Role can only view the ECO.
But after set the Profile Option ENG: Internal User Default Role for Changes to Reviewed, it seems the Reviewer can still update the ECO, is that normal ?
