Self Service Enrollment

I try enrolling student using self service, but when going to step 2, I got error “You are not authorized for self service enrollment at this time”. So I tried to check the academic calendar for shopping cart and enrollment is until 10/17/2012.

Please advise on what causes the error and how are we going to fix it.\
