CWB; Employee Processed but he does not appear in the worksheet

Hello All,
I have an Employee processed in CWB. He has the Merit Life Event Created and Processed. When we go worksheet to enter the merit increases
under the Plan year we see a message "Placeholder - person not processed" under the Plan.

I am not sure what's I am missing. Any input is highly appreciated.
